Is 3.7v vaping really 3.7v?

Here is a post that shows different batteries being tested and actual voltages going to the atomizers. In many cases, you are not really vaping at 3.7v.

Most chargers will charge to 4.02v, then most will vape till 2.75v. (manuals)
The battery is rated to deliver full current at 3.7v.
Seems the manufacturers are snubbing the output.
Factory batteries are so low on ma's it's no wonder he found what he did.
I'd venture they dial the output back so you get longer usage
