Is there any way for non US citizens to sign up for CASAA?

As the title says, is there any way for a non citizen of the United States to sign up for CASAA?

I thought there was a work around (?) but I have searched the CASAA site, I have searched ECF and I can't find anything.

If there is, please post it here and it will easily be found if I, or anyone else, needs to point someone to it.
