Why would a small e liquid manufacturer need to register already registered product components just the combination is different and possibly the same combination is found in food products less the nic?
Because the FDA sez so. Seriously, I'd like to give you a rational answer based on science and chemistry but there isn't one the FDA can use.

Suffice it to say the FDA is now trying to regulate "behavior".

It is a very limited approval. Among other strictures, the FDA is only allowing two six-month courses of treatment. Interestingly, Norplant — a very similar technology, but for contraceptives — is used worldwide and routinely throughout women's entire reproductive lives.
