That small of a fluctuation isn't unusual. It can happen when the coil starts to get gunky, when you change the wick, because it's Tuesday, etc. The coil I've been using for a very long time often fluctuates between 1.50 and 1.55.

You're a bit off on 2 things though: 1) When you set the watts on a mod, the device will adjust the volts automatically to produced the watts it was set for, so the volts change anyway.
2) Did you mean to type "in voltage it would change the watts by about 4?" If you set the volts, the voltage remains locked and the amount of watts produced is based on the resistance of the coil. Variable power devices often set voltage in 0.1 increments and wattage in 0.5, since they are very close to each other.

The square root of wattage x resistance = voltage. If a 0.17Ω coil is set at 85 watts the voltage is 3.80; if a 0.18Ω coil is set at 85 watts the voltage is 3.91. If your watts are changing by about 4, there is something else going on besides a 0.01 change in resistance.
