Multimeter/Voltage meter

I'm not sure exactly what it's called. Rip Trippers called it a multimeter. He had 510 connectors/adapters on either end and could put a battery on one end, and a tank on the other end; and measure how much current was being used. I want to get one. Do any of you know, would the above work for that, if I put a couple 510 connectors on?
Or does anyone know where I can get one already made? I want one like this, flat with l.e.d. readout
I'm new to this and am likely not using the correct terminology.

That meter will only measure DC/battery voltage from 4-30 volts. Not suitable for even measuring voltage on a mod. These little meters will not measure current/amps or resistance.
