I think i see the issue but may be wrong....

Take the rubber part off completely and carefully. You'll see the small flanged part at the top. You need to squeeze this through the bottom of the top cap. That is the part that insulates the center post from the connecter wall. Once that is set, slide the center post through the hole and thread the top cap down. You should be all set then.

Jumping for joy!! That worked! All this time I was trying to do it the other way around (without taking off the rubber part). It appears to be working normal and supporting my tank as it should. Before I could screw in a carto but it wasnt stable and a tank would flop to the side. Thank you for your suggestion.
