- Would impose $.40/ml tax on ALL e-liquid products (i.e. a $48 tax on a 120ml bottle),
- Impose increasing fines on any person caught (without tax receipts) possessing or transporting >500ml of e-liquid and any distributor caught (without tax receipts) possessing or transporting >100ml of e-liquid,
- Would redefine smoking to include vaping to ban vaping where smoking is banned, and
- Reduce the premium cigar tax from 75% of wholesale price to $.45/cigar.

After NY State Health Commissioner Zucker sent a letter to all MDs in NY that grossly misrepresents the evidence on vapor products and urges their support for Gov. Cuomo’s proposed $.10/ml tax on e-liquid, R Street sends letter responding to Zucker .

40 cents. Well here is how it works. Make a law that's garranteed to create a black market then law enforcement skims off some of the money in return for looking the other way. it's a time tested way to pay police, easier than raising money from law abiding tax payers to pay them.

Let's see, I vape 5 ml per day x 365 = 1,825 ml x 1.1 cents diy = $20.07 Now let's add the tax. 1825 x 40 cents = $730. Hmm...a $730 tax on 20 bucks worth of e liquid? The smugglers probably all voted for the governor. They know where their bread is buttered.

Same thing with Mexican drug trafficking into the US. It has been difficult to convince Americans to increase aid to Mexico lately. But, permit the flow of narcotics and the cartels provide social services for the people. Cooperation is needed on both sides of the border to reduce the flow. So, if the US actually wants to reduce aid, Mexico has a built in way to subsidize the shortage.
