Hi there. There's plenty of bnms within manila, but i could give you a few. I hope other pinoy members could see so they could help you out 
There's vape rave, located in intramuros.
The other one's a stall at SM Manila, called planet vape. Last time i went there, they're located at the top floor of the mall.
Lastly, if you dont mind a taxi ride, there's one in makati called Chief Vapers cafe.
All these bnms could be found in facebook.
