So the Trump administration is likely to be a little less harsh on tobacco companies -- as well as those who offer alternative nicotine products -- "e-cigarettes" are mentioned 6 times in that article -- than the other party's administration would have been?

Oh my gosh; who'd have thunk it? :)

It's both. If he didn't have those billion$ to meddle with, he wouldn't matter.
As an individual, Bloomberg has been a talentless blight on NY and the nation. He like many other new money have bought news outlets to push their diatribe. Another trait of these people is to fight inheritance taxes so their 'empire' can go on disrupting American society after their timely demise.
