According to Brown, the only reason he didn't sign the last one was "because of all the other taxes on the 2016 ballot." Just never ends.

I believe, though I may be completely off base, that this was a stepping stone. I don't think specific laws and regulations regarding cigarettes will automatically apply, they'll have to be amended.
