Another good line from that report:
"Bottom line – Whether intended to or not, we believe the FDA has effectively (even if inadvertently) engaged in a form of protectionism that favors big tobacco/combustible cigs, shielding the top players from incursions by smaller players and thereby stifling much-needed competition. "

Yea, that "inadvertently" bit is a load of hooey, but I still like the statement from a completely unbiased and reputable financial analyst that the FDA is engaging in protectionism for big tobacco and cigarettes. I have pleasant day dreams about that quote being used in the courtroom.
