depends on what you want out of it. pg gives more throat hit, vg gives more vapor.
pg usely give more throat hit and flavor vg more vapor personally a like 30pg/70vg
I think he's talking about a nicotine base from which you still need to add an undiluted PG/VG to the mix, what flavor are you referring to for the nic base the flavor of nicotine ?
I only buy 100 mg / ml, 100% PG nic base. Makes everything a lot easier. It's easy to dispense -- pg flows freely in an 18 AWG needle into the measuring syringe. Makes it easy to calculate -- I first add the % of VG I want in a mix and then everything else, including nic, is obviously not VG. So for example, say a 10 ml mix of 25/75 at 3 mg / ml nic with 3% flavor. 7.5 ml VG, 0.3 ml nic, 0.3 ml flavor, 1.9 ml PG. Done.
PG nic base blows VG out of the water, because it is 100x easier to work with. Easier to keep the contents mixed up and easier to scoop up with syringe/pippete. Unless you are going for Max VG juice, then choose VG, but otherwise stick with 100% PG based nic.

Either would work, depending on what ratio you want to end up with. I want at least 50% PG, sometimes up to 80% PG, so I have to add straight PG to the mix.
I also agree with Suria on the advantages of using PG base.
i prefer max VG e liquid so i buy VG based nic. usually 10-20% PG based flavoring in my DIY juice. i don`t add any PG except whats in the flavoring. this gives me around 80-90% VG juice.
