Just from the condition of the wrapper, I'm going to say "No". I would toss them and buy new ones.

Dont use ICR batteries for vaping, they're the wrong chemistry (lithium-cobalt). Their discharge current capability is very low and they are not vented. The 13Q Samsung is the correct chemistry, but is limited to around 4amps at best. Do yourself a favor and get some proper batteries, the ones you have are an accident waiting to happen.

Samsung 30q or LG hg2 will give you the longest battery life (while being safe for up to 60 watts).
