Refilling a used cartrige with bottled liquid is the way I go, though I am having to use an e-cigar cartridge with the mouthpiece removed in my e-pipe as my pipe came without any carts included by 'mistake'

I bought mine over the counter at my local pharmacy. The crystals are used in aromatheraphy and in a home made decongestant and at least in the UK seem widely available. I use mine by dissolving a few crystals in a warm VG stock which I then use to dilute high str e-liquid.

You will get a big change in flavour and throat hit using a 50/50 mix, so try a few experiments with small amounts first before you dilute the whole batch of 36mg. I usually add a drop or two of flavourings to my diluted batches to try and compensate for the sweetness of the VG.

Food grade vegetable glycerin, available from pharmacies and grocery stores can be used to dilute e-liquids. There are a number of threads on the subject around. It will also dilute the Flavour of the e-liquid, not just the nicotine level, so try diluting small amounts first to judge the effect.
