Just Glycerin. I cut it with some PG and a little Vodka. I am thinking distilled water would probably be better, actually. And a higher grade of alcohol, like grain or everclear.

Vegetable glycerin is just as effective although it's a great deal slower. What you are describing is a tincture of tobacco. Grain alcohol is one way herbs are extracted for ingestion or topical applications. Vegetable glycerin does work just as well, although it takes 20 days or so to extract...
