Hi Lance. That is a bit of a loaded question! Certainly for PG and VG, get USP grade or USP certified. I get my VG from Amazon. For nicotine, I recommend NicVape, since their nicotine is the cleanest I have seen, and I look at a lot of deep analyses. For flavors, this is the sticky part. We know very little about safety of flavor inhalation, and there are literally thousands of flavor compounds. I tend to trust Flavor Apprentice more than anyone else, since they really try to minimize questionable compounds in their flavor recipes, or tell you if they are present. Good luck!
