    Yes you can mix juices to change nic levels just remember your quantities cut in half using 12mg nic mixed with equal amount 0% will be 6mg etc. 3 rubbing alcohol is fine to sterilize your gear Dawn dish soap is also mild enough to clean them without leaving residue.
