I don't have one so I'm not sure but I believe it calls for a 1 amp charger. If you have the box and papers for the Istick It will say how many amps to use
What are you currently vaping with? . What mod and batteries are you using? What you described sounds like a unregulated box mod. Really need this info to better answer your questions.

I don't consider 70 to be high Vg because that's the minimum I buy. I run 70 Vg in a Nautilus with no problem. Anything higher though gives me problems.
