    Both DT switches are marked and appear to be On Off On The 4PDT can be a two position switch - On On But the DPDT switch needs to be a three position switch - On Off On Otherwise the lowest capacitance would be 2000uF instead of 1000uF

    I notice that the DVM has three connections in the schematic but there are only two connections on the part How did you connect the DVM? What is your value for C1? What is the value of the Fuse? Is the Transformer/Rectifier output connected to the DC Input?
