You provided a link to a schematic and claim that it is exactly the same as what you built
I am suspecting that what you built is not exactly like the schematic in the link
If you added ANYTHING than it is not the same and I am not going to be able to help you

According to that schematic the capacitor voltage can only be draining through the LM2577 board.
Which would indicate a problem with the wiring at the LM2577 board, a bad board or a crappy capacitor.
As I said earlier, FIRST you MUST solve the problem of the capacitor voltage dropping quickly...

By the time you are able to touch the two wires together the voltage is way under 30 volts

Both DT switches are marked and appear to be On Off On
The 4PDT can be a two position switch - On On
But the DPDT switch needs to be a three position switch - On Off On
Otherwise the lowest capacitance would be 2000uF instead of 1000uF

Ohm meter is for testing EITHER at the 510 Connector OR at Terminals 1 & 2 not both at the same time
If using to test at Terminals 1 & 2 then remove atomizer from the 510 Connector

I notice that the DVM has three connections in the schematic but there are only two connections on the part
How did you connect the DVM?
What is your value for C1?
What is the value of the Fuse?
Is the Transformer/Rectifier output connected to the DC Input?
