bull...., standard is 0.5A for a regular usb2 and ive yet to see one thats not capable of it. If the charger is dumb enough not to limit the draw below that then it should specify charging usb which is a different standard.
They all suck, the proper way to charge a li-ion is in 2 stages, first constant current equivalent or lower than the batteries C and then constant voltage of 4.2 to top it off. If you go straight to 4.2 you get an inefficient charge, if you go higher you're damaging the battery.

Uh, no. Charging batteries getting warm is normal, its just that most people use those weak ... 0.5A chargers so for them it doesn't happen.
