The "intended use" goes more toward behavior than substances, as far as I understand it. The intended use of a pipe is to smoke. It doesn't really matter what you're smoking in it, it's for smoking. Period. If the substance you're using is illegal, there are laws to cover that.

Yeah, just speak from your own knowledge and experience, and if you reference anything that you aren't technically qualified to discuss (like FDA report, TSNAs, what-have-you) just prelude it with "as far as i know" or "as i understand it". You'll do fine.
On what grounds? Paypal is a privately owned business who can choose to do business with whomever they would like (excluding characteristics protected by law). Since the suppliers are provided what is perceived as an illegal product, Paypal has every right to refuse business.
