    I've never tried El Toro, so won't comment on that. Steeping is letting the liquid set for awhile. Some liquids are ready to vape when you get them, and some aren't. Most of the liquids I've had to steep have taken about a week to be ready to vape.

    What is the best site to buy EGO DUAL COIL MEGA CARTOMIZERS?

    I usually get them from Madvapes or Hoosierecigsupply. I haven't gotten many duds from either place. Vaping Zone sells an EMDCC that is not a Smoktech, and it works pretty good.

    Battery charge times?

    Although I've never really timed how long it takes my 18650 batts to charge in my Xtar charger, it seems to take about 2.5 to 3 hours at a 1 amp rate.

    Vaping in the car...

    It depends on the speed, primarily. IIRC, it only affects mileage at speeds over 50MPH, and then it depends on how far down the window is. Just opening the window enough to let the vapor out will not lower the mileage.
