    Was I reading the wrong thing? I got to the proposed rule-change via another search, and it stated that for the mandatory face-to-face sales (no online sales), cigars and pipe tobacco were exempt.

    Would it be possible for vendors to try and label their nic products as "only for (electronic) pipes and cigars", thereby excluding their products from the new laws?
