You haven't come close to "So far, 4.18 is the highest" using a 1.5Ω atty. Loaded/vaping volts is all that counts.
You are probably averaging ~8W. A truly regulated 4.18V will provide about 50% more Power (watts). That is significant and quite noticeable and depending on the PV ahould...
These kinda of discussions, vaping watts, have been going on for a while. The advent of dual coils have lead to some rather arcane reasons on why some folks feel more watts are needed. Your numbers help to describe the difference and also illustrate why the one-size-fits-all watts approach is...
That's just some poorly worded Chinglish, "low dicharge rate" in this case is probably referring to how much they may drop when unused. All Li-Ions have a "low self-discharge rate" compared to other chemistries. I imagine that's what they were trying to say.
How much current a battery can...
Well in their literature Panasonic claims that their CGR18650CH is as safe as a LiMn2O4 (IMR) battery.
Have you ever seen how the LiPo bags are actually used?
Only the batteries are in the bag. Chargers like almost all electrical devices will have various vents to help dissipate the...
Then why are you using a Panasonic? Panasonic doesn't even make an IMR (LiMn2O4) battery. And on that gray high drain they don't even have a PTC, which can be found on some of the cheapest batteries made.
Useless, you need a charger that can can charge 3.7V Li-Ion batteries.
Take a peek here, for a charger and batteries.

I saw on one of the flashlight forums where they had hooked into the little vents and were able to raise up a crushed terminal...

That's why you have to take folks 'hours' of vaping with a grain of salt. It's basically worthless information. I've seen folks say they get over a day with a simple 14500 mod. I'd say 3 hours of decent vaping is pushing it.
Giving 'times' in liquid vaped can be more accurate, but then again...
