    Kinda hard to tell, and the wrapping seems rather thick. I'd say not protected. The protection PCB is attached to the bottom, you can usually see it rather clearly. The case on an unprotected battery is usually ~65mm long, the PCB adds another 2-3mm.

    Yes you can, actually you can charge and test almost every rechargeable out there. Note you will need an appropriate power supply for that charger and some sort of cradle to hold your cell. If you are looking for plug&play charging look elsewhere.
