That's one heck of a charger, seldom have I seen ones that charge at that high a rate, which in general is much too high for 14500s. Something in the 400 - 600mA range seems more appropriate.
Many folks have problems with SS wicks cuz they end up squishing/distorting it with their coils. You need to just lay it onto the wick. When one or more wraps bite too tightly into the SS mesh that's when problems (shorting) can occur.

You might try alternate channels when charging, it's not unusual for different sides to charge a tad higher/lower.
You should also alternate them in the PV after charging. You could then re-meter them when they quit and see if the voltage...

They most certainly are actually 1.5Ω. No matter what the combination is, series, parallel, both, one coil or ten, the watts consumed are identical if your meter reads the combo as 1.5Ω.
Just go to a 2Ω single coil, Boge or Smok, try both. For tanking, the Boge will work best, they are much more forgiving when it comes to hole(s)/punch size.
