have you ever seen an oddly shaped roll of toilet paper? That would be handy to keep the roll from unloading on it's own. should be easy to roll up a triangle shaped roll of T-paper or paper towels or Li-ion batteries.
If he asked here on ECF , would Protegy users tell him to use a 17670 single cell, or would they tell which little batteries to stack in it?
Regardless what is recommended by the vendor, the experts here will recommend one type of little cells to stack for 6 volts and another type for 7 volts...

removing the plastic wrapper would tell you if you forced the 'nipple' positive contact off center and it touched the negative cell case (my guess). If the kapton tape under the sense strip was damaged that would show.
The same thing can happen trying to force a cell into a tight charger...

that part of your math is fine. using proper units can help. the strength, before thinning and flavor will be 18.5 mg/ml. you will end up with 12000 mg of nicotine in a 650ml solution. sounds like you just got surprised by nomenclature and labeling.
