    It would mean That some are polished ss and some not. Just like ss pots and pans. The polished ones cook better and food don't stick. It's a mirror finish. The ones that are not the mirror finish will discolor.

    On the one's you cleaned. Drop about 5 drops on the atty and just puff. Sometimes it takes a little work to make them vape right again. I would use a drip tip. Just keep it wet and vape it until it starts making vapor.
