    Lindagayle, I have to disagree with your post. If he adds the exact amounts of everything, except for flavor, then the nicotine percentage will increase. For 15mg/ml of nic to remain constant, then 15mg/ml liquid must be added. It must equal what is already in existence for it to remain constant.
