    Less harmful to user and second handlers. Fewer houses burned down falling asleep vaping than smoking. Feds need something to tax as smokers die and programs to stop smoking work better. Yes there is some sarcasm in there.

    I was a Corrections Officer when Vermont first stopped allowing inmates to smoke in the prisons. It was a very bad 6 months that led to allowing outdoor smoking. If they can produce prison safe Vapes, I'm all for it.
