Yep. The gloves are meant to protect the public from communicable disease that anyone who touches food directly (this doesn't mean someone who passes plates to patrons, or busboy, etc.). It makes sense... One person handling food with their bare hands can expose dozens of people to a pathogen.
True, Hepatitis A and B are also transferred in other ways and not always via a foodservice worker. But Hepatitis A especially is indeed spread by foodservice workers.
