I've opened up brand new cartos that were nearly dry. It sucks, but it does happen some times. I refill mine anyway, so it's not that big a deal. Just rinse it out and fill it up with fresh juice and write off the ~1ml that should have been in there as a loss.

It's best to ask the vendors themselves. Some (most?) will tweak their recipes based on feedback from their customers. These tweaks don't always work out as well as the originals. If you don't like the new version, then you need to let them know.
I have a Bart and I use it as my primary PV. It's a great device. The USB charging and PT functionality are just too useful for me to use anything else. For what you get, you just can't beat the price either. I only wish Cybervex made a 18650 mod like this.

It's probably using a switching DC converter. Almost every power adapter uses them these days because they're very efficient. They are not nearly as simple to make as a linear regulator though, and I don't think there are any single-component switching regulators out there (at least not that...
I wouldn't recommend using that regulator for a 12v PT. Any voltage above 5v is wasted as heat, and with a 12v source, that's a lot of heat to reject. You'd need a hefty heat sink to keep the chip from frying.
For my project or something that you're working on? It wouldn't be useful for me. It could be made to work in another project, but it does require quite a few external components, and a 3.5mm QFN package is not exactly easy to work with.
