    The mouthpiece should be the only part that unscrews and you shouldn't need a vice for that. At most, I'd use a couple of those rubber-like grippers used for opening jar lids/bottle tops.

    It isn't a carto as in your subject... it's a clearomizer as in your message, and it looks like a CE4 "Stardust" type that doesn't have a replaceable atomizer (disposable type). Unscrew the mouthpiece, tilt it slightly off vertical, and drop the e-liquid along side the air tube.
