    I wouldn't recommend increasing the sweet cream and malted milk to 2% and 2.5%. These are potent flavors and can get funky very easily if they're added with a heavy hand. Try the original recipe first. I'd be willing to bet it'll be just fine at 25PG/75VG.

    I assume you're referring to "TOCACCO ABSOLUTE 5% IN ALCOHOL". I don't see a 0.5% version on their site. As its name suggests, it's 5% Nicotiana Tabacum in alcohol.

    For what it's worth, I'm really enjoying the Dark For Pipe at 3%. I mixed it a week ago and it tastes the same now as it did then. It's quite complex with sweet and savory qualities. There's a smoky raisin note in the background that keeps me coming back for more.

    Essential oils have been used in nebulizers for quite some time with little or no detrimental effect. Since essential oils are not lipids, inhalation carries no risk of lipoid pneumonia.
