    Modified vaping (my definition) is vaping while using in the old smoker areas, when in public. For instance, anywhere that has a cafe outside, sure! Anywhere that doesn't, ask. I think "while shopping" is a bit pushing it, but if they sell them there, why not. Clearly this is just MY opinion...
