There are meters that can accurately measure the voltage. I have one. My Fluke is true RMS so it can measure these. The better measure is to test while under load though so either you have to build a rig to do that or you purchase a e-cig meter.

I looked at doing that and went with a VAMO in 18350 mode. It is 4 inches in that mode and has both 510 and ego threads though it won't allow a Kanger T3. If you find something you like I hope you post it as I didn't find anything suitable to me so I'd be interested in your finds.
