    The number of drops contained in the cartomizer doesn't matter, as long as you saturate it enough so that the filler material doesn't burn. If you put 20 drops in it you aren't vaporizing all 20 drops at the same time and inhaling it all at once.

    If it's not sterile cotton you may want to boil and dry it first, but yes, regular cotton balls can be used. Just twist up a small wick and feed it through the coil. I've even pulled the cotton off of the ends of Q-Tips and had great results.

    It sounds like you have too much wicking material in the coil and the juice can't get in there. Most of us use a 1/16" interior diameter coil; 1mm is close to half that size. If you feel the need to keep building coils with a 1mm interior diameter you should probably just put the cotton...
