Yep, you want backups for everything. Its a lot at first, but once you get yourself set up, you can literally vape on $25 - $30 a month if you want. All you need to buy on a regular basis is juice and cartomizers or replacement heads for your clearomizers.
If your budget right now is $60, that pretty much eliminates most mods. But you can definitely get a nice setup in your price range. Just make sure you get more than one battery. You need a backup for when your first batt is charging. As far as clearo vs carto, i prefer a bottom coil...
Welcome! Those are actually some tough questions, because the answers are subjective and can vary based on your personal preferences. The only one i can answer with straight up facts is: yes, you can use any eliquid in any ecig (the only exceptions are disposables & non-refillable cartomizers)

:) Good luck! Don't put too much pressure on yourself to throw the analogs in the trash right away. Just give the ecigs a try and see how it goes. Let it happen naturally.

This might not be very relevant to the main point of this discussion, but I have to to take exception to any claim that vaping is "potentially more addictive" than smoking. Personally, i feel much less "addicted". When i have to, i can easily go 4 hours without taking a puff, and i feel okay...
Don't give up yet. A better battery & delivery system can make a huge difference. You're not alone; there are a lot of people who just aren't satisfied with the disposables & cig-a-like batteries.
