I've spent about $110 on hardware and I've only been vaping for about a week. I've spent maybe $60 on liquid. I think I've finally found the right liquid and hardware, so I don't anticipate spending much more for a while.
Same here, the closest one to me is in a terrible area of town and has zero parking.
As for ID's, I've only been asked for my ID once and that was at the place I frequent regularly. The other places didn't.

Worst case scenario, most cigarette shops carry cheap ejuice, at least where I live and the surrounding areas. I'm sure there might be something your sister in law could find, but if she can't, tell her to check gas stations or cigarette shops as a last resort.
Yeah, the thing I find funny was back when I was still smoking, I didn't believe ex-smokers turned vapers that said they were fine without a cigarette. Now, I understand the feeling and agree wholeheartedly. Who needs their mouth to taste like burnt ash?
I still have a pack with me most of the time, but I haven't smoked it since I switched. I don't even feel the need. I should probably throw the pack away, it's half full though and I can't help but feel like I'd be wasting them. On the flip side, smoking them would be a waste to my body...

I haven't been vaping that long, but I have noticed that vaping has lowered my desires to eat unhealthy foods. If I want something sweet, I go vape my sweet e-liquid. If this continues, I could see myself losing a few pounds.

As for flavored tobacco being more common, I'm pretty sure I know a reason. Back in high school, which wasn't too long ago, people would get their hands on them and fill them with other things, things that are illegal. I'm not saying...
The second tobacco shop I went to seemed more focused on vaping, but most of their products appeared cheap. I did get great advice there, so I will probably go back if I can't find a vape shop close enough. Thanks for your advice. At this point, I could really use all the help I can get. :)

I just put everything in the desk drawer where my computer is. I have a carrying case for when I'm on the go. My collection is really small, I have 2 electronic cigarettes, one that looks like the traditional cigarette and another that looks fancy. Both were pretty cheap, though.
