If he tapped out the 510 threads there could be some metal shavings in the connection causing a short. I would take it completely to bits (even take the grub screw out) and wash it real good and maybe some compressed air.

I didn't know Rob repainted them for you! That's awesome!! That black one is an OLD version! The anodizing feels like a chalkboard and makes me shudder everytime my finger nails touch it! It could definitely do with a fancy new glossy black paint job!

Some mods use PWM at a lower hertz rate that can cause "rattlesnakeing". Where it sounds like a rattlesnakes tail when you hit the button. That may be the sound you're hearing.
The higher the hertz the smoother the signal. The lower the hertz you can audibly hear it cycling.

I use these. They're small, and can really get in tight spots and up close, and they've stayed sharp forever! Just tiny folding scissors!
They're also great for when you have to "shave" your wick. Taking tiny amounts off or angling it.

Hmm. Well I don't know if this is the right way (or not) but this is how I fill my Kayfuns with and without the bell caps. It's worked flawlessly everytime so it's the way I do it.
Turn KF upside down. Cover air hole with finger. Fill enough to leave a nice air bubble at the top.

Is the oring present on the fill screw?
Kind of sounds like a vacuum problem more than an actual wicking problem.
