    Very few (if any?) high amp batteries have a protection circuit on them. If you use a good charger it should avoid overcharging. I have a Nitecore i4 which I'm happy with and doesn't seem to overcharge any of my batteries, but other brands that make decent chargers include Pila and Xtar.

    The Efest Purple's are a re-wrap of the LG DB18650 HE2 batteries anyway. The 35 Amp rating is a peak value and not continuous discharge. There are a limited number of companies making high drain cells and lots of companies rebranding them. It's reviewed and tested here.
