Actually now I rethink and remember it, the 2ml limit in the UK applies only to pre filled tanks/cartridges - and as most aren't prefilled that's another loohole to be exploited.
The "Refill Container" thing applies to the UK. You'd have to read the regs in your country to find out what's happening exactly. But it looks like they may be looking for ways round the regs. Good.

They're not expensive things these days. They're fairly well built - I've got one that I've had for 2 years now, though only used occasionally, and it's still working fine. Also buy some spare coils when you get them as coils only last a week or two.
Evod ecigs are what a lot of people use to start with. I had several and they work just fine for a beginner. And lots of places sell them in double kits, so you've always got a spare to use when one is charging. And they shouldn't cost too much either.

My reading of the TPD regs in the UK is that the 10ml max size and 20mg max strength only applies to bottles designed to refill ecigs from. So if you're buying big bottles without a spout on the top and only of a strength that needs diluting, so they can't be used for directly filling an ecig...
