You can probably can just fill the whole tank w/ vodka and dump it out. Maybe let it soak for a half hour and repeat flush it.
I use a drop or two of PGA to take the harshness out of some nasty juices. Tends to take the bite out.

Balders is correct. They are the same.
Just make sure you look at the pins on the 04050C and don't wire it physically like your drawing. You have the labeling correct but the physical location of Vin and Gnd are reversed.
The flutter as you call it (flickering) w/ NO voltage reading means the Ultrafire can not handle the load.
Some Ultrafires are known to not function with the 04050C. I have used the Ultrafire 18350, 1200mah (Blue Wrapper) with no problems.
