I think a lot of folks find NETs better at lower power. I do most of mine at 15-16 watts on a 1.5 coil (give or take). Really high power and sub-ohming, I think, just burns the long-chain flavor in an NET. I don't have any science to prove that, just my own thinking.
In this forum, there's an instant knee-jerk reaction against any suggestion that this isn't 100% safe. I'm not saying it's everyone. Just that it's a fair percentage. Some people are SO invested in this being totally safe that they'll immediately disregard anything even vaguely suggesting otherwise.

It doesn't have to be PGA, or even grain alcohol. Any type of very high proof ethanol will work. So yes, 151 rum will work. That's 75.5% ABV. Might take a little longer than PGA would, but it'll pull the flavor just fine.

It depends on what you want. Herbal isn't necessarily bad, it's just not tea. You won't get that flavor. I've never been a big fan of green, but that's just personal preference. Do keep us posted, I'm always interested to hear what works and what doesn't.
