They go on the ends of the metal tube center post within the tank. It just creates an extra seal at the top of the thread so juice doesn't get in the center.

If you can get your hands on this stuff it may work and it only takes 5 hours to cure. Silver Conductive Epoxy | MG Chemicals, but welding or soldering sounds like the best option if you can do it.
That is horrible!!! I feel bad for you. Where did it break? Did it break by the threading near the top? I guess now would be the time to learn how to weld like CW suggested. Maybe there's a safe conductive epoxy that you could use? I'm not a fix it type of guy, but my prayers go out to you.
