I've had two chargers that did that and both ended up failing within a few days. IMO I wouldn't trust a charger that made a buzzing sound as they are relatively inexpensive to replace versus replacing a bunch of batteries or worse.
You want to use the lowest setting without going over for accuracy and measuring capability without blowing a fuse. For measuring your coil you want to use the 200 ohm setting because that is the lowest setting. For voltage setting I would think you should use 20 volt setting but 200 would be ok...
That is just the max range for a given setting. You just need to adjust the range for whatever you are testing for. Most decent auto-ranging meters will be priced higher.
Check the top o ring just under the drip tip. It can beCome unseated or damaged easily. Seems like you are loSing vacuum Somewhere.

Pretty much what others have said. Also I'd be careful as I've heard of the insulators melting while sub ohming. Just too much heat.
