    You won't have the TH so that will make a bit of a difference, but you can get the flavor down without wasting money on the most expensive ingredient if it is drain juice.

    I can't help with the tobacco, never touched those flavors pre mix or DIY. But, consider using just PG/VG for your sample batches. Get your flavor percentages right, then mix it with the nic. PG and VG are much cheaper if you have to pour something down the drain.
