    Personally, I get this with PG, it's a horrible wheezy feeling in your chest, which is why I use my PG juices with a smaller less powerful tank, but for my 0.23ohm goblin I use pretty much max VG and the only throat hit I get is from the nicotine, try vaping non-nic ejuice and see how that goes...
