Yes, you are right.
I am a cautious stockpiler. I do not believe hardware will completely disappear. I do believe it will be outrageously taxed. But I'd rather pay 2x price than have a bunch of outdated pieces on hand. The main thing which will (at least I believe it will) disappear is nicotine.
Putting drops of water in hot VG may cause splashes and other unpleasant things.
Making solution VG-water is OK. I did it (as many others did). It was not bad. Even better with Scotch. Or Bourbon.
I have no doubts vaping (nicotine) can increase cardiovascular problems. But much less, then smoking. So, smokers should switch to vaping. Non smokers... Up to them.
Vaping water-based juice, as already was told, is unpleasant experience.
You'd better start with usual vaping, VG/PG based. First thing first: get rid of cigarettes. Then you experiment with water. Starting with water will just kill you desire to vape.

1. I am working with big bottles of 100 mg nicotine only on my deck or in a sink (so, spills are not dangerous).
2. I am not working with even small bottles of 100 mg nicotine in carpeted...
For cleaning oil detergents are the best thing. Second best - alcohol. Never used acidic cleaning, so do not know. You can read about cleaning solutions here:

Yes, skin absorption of nic is rather slow, but still in situation as yours I would wash myself first, then treat spill and clothes.

Very rough estimate of nicotine consumption:
For example, lets say you vape 5 ml/day of 8 mg juice. It means it was 5*8=40 mg of nicotine in consumed juice.
Body absorbs roughly (very roughly) about half of this nicotine, 40/2-20 mg/day of absorbed nicotine.
