    OK I understand say, 18mg is 18mg of nicotine suspended in each millilitre of liquid in a bottle - but anywhere I've seen this as a percentage it has been 1.8% nicotine. The same for 12mg=1.2%... 24mg=2.4% etc. For this to be the case the density of the nicotine will always have to be the same...
